Situated on a flat, desert peninsula, Qatar seems to have little to attract visitors. However, the rate of immigration here is among the highest in the world. Even if the soil is not very fertile, what lies beneath it is one of the richest deposits of oil and gas on Earth. This tiny country, about one-third the size of Belgium, ranks eleventh in the world for its oil reserves and third for its gas, after Russia and Iran. With such massive wealth, Qatar can face the future with confidence, and it is pursuing an impressive policy of major projects such as roads, universities, hospitals, airport, sports and tourist facilities, and of course developing its oil industry. The monarchy, which is absolute, is also progressively introducing democratization of the State. These improvements, however, benefit only the native Qataris, who constitute just 20 percent of the population. The remainder are migrant workers who have no unions, and no political or social rights apart from free primary school education for their children.
